what you linked is a report about the "Recidivism of Sex Offenders Released from Prison in 1994"

the statistics you cite are the racial demographic of those convicted for sexual offenses who were released from 15 prisons in 1994

and directly below that it states "The vast majority of sex offenders were non-Hispanic males(80.1%)"
