Yeah they do. I don't know if they could pull it off but that doesn't mean they don't need one. Also they should do something with Dark and Elevation. There's no rule that states these shows have to be the minor leagues. They can feature the midcard/lower card guys but with Dynamite style production values and storyline focus.

Brand split is the last thing they need. If Tony struggles with a full roster and has to milk major announcements utters every week to hit a mil, how do you manage a whole other show? Splitting Punk/Danielson across two shows lowers Dynamite's numbers and wouldn't do much for the new one

Then what day does it come on, they already have Rampage hitting new lows every week. And for some reason even after all the people they've signed, it still doesn't feel like they have the talent to support two shows
