Not to butt in y’all business or nothing but I don’t think you understand what trafficking is. The African guy in the OP, IS the trafficker- not the people(the Arabs in Dubai) who are receiving the final product(the girls) that’s being trafficked.

The transactional order is as follows:
Girl—> Middle man(African breh)—> Arab dookie

The middle man is doing the trafficking.

Put it this way, who gets charged with drug trafficking- the person pulled over on the interstate with it in his trunk, or the junkie at 7/11 who’s shooting it in their veins? That’s right, the middle man(the trafficker) gets charged with trafficking- not the recipient.
