Feds cant make laws for states. Even if on a federal level, soliciting charges are mandated to include trafficking charges, the feds cant make each state enforce their laws. The state only enforces its own laws so unless the FBI themselves are processing whoring on their own, it cant be enforced unless the state made it their law as well. Same way it was for marijuana. Some states made it legal, while the feds still considered it illegal. No state charges for marijuana possession but if the feds busted you for it, it was a legit case.
