This isn't news at all. Cities have been doing this for at least 15 years. You give a company a tax holiday for agreeing to build or locate to your city.

Walmart has been doing this for probably longer. They get a tax holiday for say 10 years from local government. At the end, when the government says "OK, now you have to start paying taxes" they either shut their doors or move their store right outside the city limits. This has been happening all over Kansas in small towns for a while now.

Some lil towns say fukk Wal-Mart and won't let them in city limits and Wal-Mart builds right outside the city and still kills the mom and pop shops.

This why folks on that "Start a business" tip need to check themselves. Most businesses fail anyway, but now you have to deal with potentially getting snaked
by Amazon if you can't compete on price, logistics, etc. None of this is good. Small business, outside of services that don't build wealth or tech, is just about dead.
