That park is publically owned (i.e. gov't). Tragedy of commons, I guess. The 3rd floor of the library (right across the street) is even worse. Police have to constantly monitor that floor.
the west coast has a more liberal homeless policy so the homeless across the country find their way there. don't feed the homeless laws are meant to to drive them out.
