Those aren't high at all other than the top 4. Not to mention most of these places "high" murder rates come from the fact the population is so small and in son places getting smaller. Compared to when everywhere actually had high murder rates including the big cities like NYC, LA and Chicago this is tamed in comparison.

There are plenty of poor towns in small town USA with very small homicide rates. We have a street culture issue across many cities
