The water in Galveston, the nearest beach from Houston, is like that. I haven't been in ocean water in years but the taste of saltwater is . Plus it had a bunch of sea plant stuff washed up on the shore and most of it turned black i guess from sitting in the sun so it makes the beach look real unsightly.

I usually sit on balcony at one of the hotels and enjoy the view from afar.
