Anybody else think Jay-Z's flow and delivery is wack for the most part?

I've always thought that his flow and delivery was wack or rather weak. Sometimes it seems like he's not rhyming on the beat, not like Freeway does it but just enough to make it sound like he's just rambling on record, kind of like he's just talking off on a tangent.

Hov has a copycat style. Whatever flow is hot he uses it but can be more creative with the lyrics. He's always evolving with the culture. A lot of his rhymes sound dated a few years after they drop. But it's like a car designer they optimize they're design through the inspiration they have around them.
