I always thought his flow sounds better in his head than it comes out, he doesn't have the vocal range to even display the most limited of character

It depends on the standard for flow and delivery. In terms of flow in comparison to MMLP through 8 Mile era Eminem, I don't consider Jay's flow as great though far from wack. In terms of delivery in comparison to Pac, Face, or Biggie, I don't consider Jay's delivery to be that great though far from wack.
