Technically you don't own the music on the CD. You don't have any rights to the music. You're just purchasing a medium for play the same as streaming. The only difference is that technology has vastly changed the mediums by which people listen to music on a mass level for the consumer

I'm not paying 10 bones for a cd from someone I never heard in 2015. Got burned enough off that 10 years ago.You have the right to play infamous but not to all the content on the disc
So they could have DLC already on the disc itself which you purchased and you don't have a right to access it until the developer provides you permission (through giving them more money for a permission key) to play it
