I use to think like OP until I worked on my legs for a good month and felt a legit difference felt like “I got my legs back” from when I use to play basketball..I try to work on my legs every time I hit the gym now

I was one of those, "I rode my bike to the gym; that counts as legs." brehs for about 20 years till maybe 2014 when I started squatting.

Night and day difference.
