GOP puppet is already much worse, unlike Pence. Trump has a cult like support among the GOP base, and that is why no Republican dares to come against Trump.
There is no functional difference between the two, Pence isn't magically more liked or more accomplished within the party structure to stop the infighting and get shyt done at a policy level instead of just undoing all the shyt Obama did and winning some court cases at the state level because they pack the state SC's.
Pence and Trump have a symbiotic relationship, just like Cheney and Bush (people who think Cheney was the real evil behind the throne dismiss too much of Bush's culpability and complicity in the actions he undertook personally). President Pence would be functionally no different than President Trump, in fact if Trump was impeached or Pence came to power somehow it would be because the Trump administration has lost all legitimacy in the public eye, and lost control of the government. Thus rendering them powerless to begin with.
Oh and by the way, yeah even without Pence in power this is happening so:
