Any city with a large Black population, especially cities with high poverty rates due to the lack of blue-collar jobs, is going to have education disparities and mass-issues.
Republicans have been exclusively attacking public education for years, though I understand you’re far too stupid to be able to pick up a newspaper and read, hence my spelling it out for you in fairly simple terms. Maldistribution plays a role, but white flight, educational debt from previous achievement gaps, violence, anti-intellectualism culturally, high-poverty areas, aging infrastructure, and the school-to-prison pipeline have all made education in these areas a serious problem.
