yeah the only reason the leaders and their hanger ons are taking money and stashing them in swiss bank accounts is because foreigners are telling them it's do that or die. it's the same reason why putin and his oligarchs steal up all of russia's money. foreigners are telling them they have to do that or else.
see now with black leaders it's different because we aren't like white folks, we have to be forced to harm our own. they would do good otherwise.

It's not an excuse, it's a political reality.
Everyone knows that a lot of those leaders are corrupt. This is no secret. Locals acknowledge that. Foreigners acknowledge that.
What I and others are saying is that there are many powerful players that either let said corruption slide or low key push for it as it is to their benefit.
France, for example, has a strong relationship with a lot of said corrupt leaders from the former French colonies. So long as said leaders push policies that benefit France's national interest, it doesn't give a shyt how corrupt said leaders are or how badly they mistreat its people. France would much rather have a corrupt leader benefiting its interest than a non-corrupt leader doing the opposite. On top of all of that, France had strong influence on domestic issues in most of its former colonies, so the big decisions often have to go through them at some point.
Russia is not in the same position as the African nations. Russia has been around for centuries. Russia has't been invaded or colonized for centuries, possibly as far back as Genghis Khan. Russia is a formidable power that is somewhat detached from the West. Russia, especially, has nukes, which allows it a lot of independence in global affairs. Despite all the corruption from Putin and the Russian oligarchs, Russian can make moves on a local, religional, and geopolitical level that truly benefits Russian interests. no African country can currently do that.
There is a reason why there are barely--if any--Lumumba's in power today. Exceptions aside, they will be blocked from doing so, or they have already been taken off the board. Again, that's a reality.
EDIT: the same thing I said about France applies to the United States, btw. Thanks to AFRICOM, the U.S. is building military bases all over the continent to combat "terrorism." Obviously said bases are been built to gain a larger foothold in Africa and counter the Chinese momentum there. So long as said corrupt African leader enacts policies that benefit the U.S., the Americans don't care that said leader is corrupt, and would rather keep it that way. Ironically, AFRICOM's expansion occurred during the Obama years.
