My friend who worked at a bank downtown told me once that they get suspicious of people who take out more than a certain ammount. They're supposed to check and make sure it's the right person. I'm not sure how difficult it is to check or how long it takes to check, but I don't think they even checked before they called the police if the police were there as he was leaving the bank.
