Overall rating in 2K is typically based on position and everything CP3 is rated high in are things that 2K weighs very heavily for PGs (Passing, court awareness, etc).

You shouldn't really pay much attention to overall when it comes to 2K. John Wall and Kyrie are rated the same but Kyrie is gonna be a much easier player to play with.

Breh, Kyrie has a much easier release, is a great finisher in the paint, and he's a better shooter from pretty much everywhere.

Sure, you can have good players using any NBA player but Kyrie has a much easier ceiling simply due to things like Microwave and his great shooting ratings
