The percentage of black people in Italy is 0.8% of the population. The towns Balotelli grew up in had between 12500 and 16000 inhabitants, 0,8% of that is between 100 and 128 black people. But that doesn't take into account that the majority of immigrants live in big cities so that the percentage of black inhabitants in a small town is probably less than 0.8%. In addition, Balotelli grew up in foster care in a white family, so he did not live in proximity to immigrant communities.
