Don't go to states with big populations if you're gonna need govt/state assistance. Also property values and hence rent prices are way higher than in other states. I know Wyoming used to give you money to move there. Don't know if they still do tho.

Honestly I'm strongly considering north or south Carolina or even Alabama my boy moved there a while back and got married last year. nikkas never made shyt money wise but the vibe is very different.

I was just reading that Chris Pratt lived in Maui for years out of an RV or some shyt just smoking weed, playing the guitar, and working odd jobs enough to provide for food and basic necessities.
And a cert is cool but if you doing IT and don't like it then CCNA is a tough cert to get. Get some entry level shyts (Comptia) and get an entry level job and work until you get CCNA.
Or learn a different trade. Bailsbondsman is like a day class, bartender is like a week, etc.

The cost of living isn't bad at all. I live in the part of Florida that's not by the beach or what you would think of Florida as. The vibe is really cool and life runs at a way slower pace, so I get the vibe shyt. Out of the three you listed I would choose SC in a snap as long as you can deal with the heat.

it's not all roses, but let me focus on positives-
no state income tax
large black population
variety of schools (from basic diploma mills to national reputation)
variety of work (offshore to office)
lots of empty apartments so you can possibly move in with no upfront money
(as opposed to first/last month + deposit + application)
weather is okay (mid-life it starts getting harder to take the cold)
if you keep your head down (survival mode), very good chances you won't get hassled or caught up in other people's problems
it'd be a struggle until i could save up to buy a car
but once i had transportation then i could improve my situation further
just my opinion

northwest indiana is pretty much a shythole, but it's close to chicago and it's cheap as hell.
