They are too overzealous to become a global technology leader, with possible detrimental results..
China has a 1 billion + workforce that isnt commericially independant..they're the very last society on Earth to try experiment with that jobs killer.

They've been pushing their population into new age/modern age very quickly in the last 100 years. They don't care.

All they want to be is forefront of everything and in some ways it's working. Century of humiliation has got them on this path and they won't stop.
