I always underestimate how intelligent they are. That other one was either mentally impaired, as you stated, or it was maybe weakened by disease and just didn't have the strength to do anything but lay down. A lot of those woodland creatures get some horrifying diseases. Deer and moose get brain worm, which is basically a parasite that invades and rewires the brain. Basically makes them zombies.
