I think these numbers are kind of misleading
There weren't half as many job opportunities in the 60's (especially for blacks), of course the number of "businesses" would be high, whether it's mom and pop stores or shoe shining cooperations
So this doesn't account for black fashion designers, lawyers, software engineers, etc who don't own businesses but are substantially better off
There needs to be focus on entrepreneurial endeavour, but saying that black people are perpetually stagnant is white supremacist rhetoric
