It's better than nothing at all and it implements a type of vetting process to cast away the white racist randoms.

One could argue that it’s worst because I’m sure it can be infiltrated and black posters would have a false sense of security. I can see both arguments though. At the end of the day, you have to take everything on the internet with a grain of salt.
