No he did not say the risk of the virus reaching the USA was minimal. Back in mid-February when there were very few US cases, he said that the risk for any particular person in the USA was minimal and thus it was not time to wear masks, people just needed to be washing their hands and shyt. Look at how reluctant Americans are to wear masks even when the epidemic is raging, of course they're not going to wear them back when they had a near-zero chance of getting it because it hadn't even reached their areas yet.

Nobody is downplaying what’s hes done. Did he lie about covid? Yes. That’s what politicians do. I don’t get my pandemic instructions from Donald Trump. Trump is not a medical professional so he only partially responsible. The CDC is more responsible than he is. Dr Fauci told people not to wear a mask! My dad almost died from covid because he treats dumbass people that travel during a pandemic. How is that trumps fault? I put trump Obama Biden etc all in the same category. Trump downplayed Coronavirus the same way Obama downplayed police murders of black people.
This narrative doesn't make any sense.
First off, when Dr. Fauci said that it wasn't time to wear masks yet, everyone already knew it was a respiratory disease. That was known from the very beginning. The idea that you somehow discerned is was a respiratory disease due to the spread rate is just a ridiculous story when that had already been known.
He said that because it hadn't spread to most of the USA and thus wasn't the kind of concern where we should run out of masks before the virus had even hit, not because he didn't know it was respiratory. Also, USA ain't the kind of society where everyone is just going to wear masks 24/7 when the infection isn't even happening.
Second, the run on toilet paper and concern about potential lockdowns didn't come until a full month AFTER Fauci's statement about masks. They weren't connected at all.
Most of the blame regarding Trump is because he didn't get supplies together, didn't get resources prepared, and kept publicly downplaying the virus so that his followers wouldn't follow social distancing and expert instructions when they did come, and then politicized different cures rather than letter the best ones work their way out.
