it was about the score... nobody cared about the jersey numbers and besides QB and punters always had low numbers.. back in the 90s sentences where 15-25, 15-30, 7-10 ... the scores when pronounced sounded similar to sentences

seven to ten .. fifteen to thirty .. etc
