HBO Max and HBO are completely separate entities with separate corporate structures and quality control so the name means nothing.

To underline this, a writer I listen to who reports on the business says HBO is mad that AT&T named the streaming service HBO Max, they don’t like when a new show is announced as an HBO Max Original, and if people forget to put “Max” behind announcements or press releases HBO gets pissed and makes sure it’s fixed ASAP because they don’t want a show like the Gossip Girl reboot and Watchmen mentioned as if they’re made by the sample outlet.

Yeah, HBO Max got the "Friends" , "Fresh Prince" and "Dr Who" catalogs. This will not be the same as OG HBO.
Max is going to be probably closer to Disney Plus in terms of content where they won't venture too far past PG-13.

Not really, HBO Max will have the entire HBO existing catalog and anything new coming to HBO. That means GOT, Big Little Lies, plus upcoming stuff like Watchmen, Lovecraft Country, etc

Plus they are bringing Doom Patrol to the network
