Borders, culture and language are dynamic they change with time and time has proven that people create larger political unions in parallel with the efficiency of new technology.
I'll give you a historical example: The latinization of Europe.... when the Romans had conquered the barbarian tribes of Europe they would bring their young to Rome and educate them in the ways of the Roman, this young generation of pan-Europeans would be an asset for diplomatic leverage over the tribes of Europe. As the curtains shut on the political theater of the classical age, the tug of war and intermingling between the groups would result in Romes gravitational demise. However, Rome would never truly die it would infuse itself and its customs into the new European elite, Latin would become the lingua franca (it wasn't till the reformation [14-1500s]that the first bibles were translated into the common languages of Europe) and Rome would become an ideal to be worshiped.
I compare this to today, America is Rome and the world is Europe.... the best an the brightest come to America, english is the lingua franca (encouraged around the world), and culture is Americas greatest export.
