if the defense flops, let the game keep going and its now 4 on 5...or call a block.

if the offense flops, let the defense pick the ball up and score.

if they flop on the out of bounds play...keep counting the 5 seconds.

the answer is to make the officials recognize and stop rewarding flops, not to punish a benign move thats taught in little dribblers and AAU. YOU'RE SUPPOSED TO TRY TO GET THE CALL.

i reffed intermurals in college

but i'm not sure how this matters. the NBA refs are professionals. as such, we should expect them to be able to make judgment calls about flops and not call them. it would just be one of the many judgment calls they make a game. a team gives up a couple free buckets and the flopping will stop.

its no harder than the block/charge call or the restricted area call. which means they'll miss some but call (or don't call) 75/80% of them. if a conscious effort was made to not call them, the flopping would stop.
