I think it’s any time there’s more than 3 or so victims in a specified area or something similar.

I do feel it was redefined that way to make sure black folks could be pointed to as perpetrators of mass shootings instead of the intended definition (intentionally harming innocent people in mass/large gatherings)

I KNEW there would be some sort of deflection. Breh, come on. So, it's not the people's fault that's shooting shyt up every 5 minutes all across the country.
