No but states, counties, and cities rely on federal tax dollars and balancing their budgets based on x.

and to be really real, i guarantee you there are many permanent residents/green card holders that bc of the general antipathy that the administration has for non whites, would hesitate to respond. i mean it's a verifiable fact that trump and co. have been looking for ways to get even green card holders kicked out of the country.
