Twitter would always remove a pic/video if the person in it claimed it was taken without their knowledge or if they deemed it was a misuse of their image/IP and filed a report.
This just sounds like they have made it an official policy.

You don't need their permission to publish it, but you must use your own platform to do that, a private company can say that you are not allowed to post them using their platform.

You do if you’re making money and I can identify myself. You can’t just use someone’s likeness to get paid. Which is why photos like that usually obscure background people or get a release signed.

Now if you just put it on the net. I couldn’t do much to stop it. Except report you. And then twitter is saying they’d take it down. I don’t know you. You have business showing my face off to your 10 or 10 million followers
