My first suggestion is to hit up LinkedIn. It's the most effective way to look for jobs and engage hiring managers (even ones that turned you down). Next, upload your resume on the large job boards. If you have decent skills that are in demand then yeah, you will get called. But yeah, proactively seeking jobs on LinkedIn is the way to go.

With some training I can get anyone past a phone screen with most firms even if you don't meet all the bogus requirements they put on the page.
