Was driving out of the neighborhood, and looked down for a second to put my seatbelt on and *BUMP* I was like what was that Looked in my rear view mirror and saw this white thing on the ground, for some reason I thought it was a big piece of ice, even tho it like 60 degrees here. You should have gone back OP...Even if you had to lie and say you saw someone else hit the poor thing. You should have gone back and sat with him until the paramedics or owners came for it. I'm a dog lover and all, but why is a dog out loose on the street? That's poor ownership.
Is it an actual crime to hit a stray dog where you are at?

It can also be a bad idea to approach a hurt animal that is unfamiliar with you.

Anyway. Accidents happen. You didn't mean to hit the dog. But you DID mean to leave it there dying in agony. That is cold. Should have called your police dept's Animal Control Officer. That person would have come out to collect the body if it died by then, or administer a humane euthanasia. ACO could also make record of it if/when owners go looking for their lost dog.

If someone saw you run over the dog and then turn around and check on it and then leave again.... well. Not going to look good. Because dogs are property in most states (and you destroyed their "property"). But safe containment/leash laws are also in place. So, legally, you are most likely off the hook because the dog was in the road and not on its own property.
Morally? You better say a prayer or make a donation to your local animal shelter.
