I believe the sheer size mat play a part. Take a lengthy car ride and your surroundings are vastly distinguished by cultures, income brackets, Gang factions. And business districts. One may get the idea that he has traveled far without really doing so.
scrap GTA 6.... put it in LA again.
I think there still legally allowed to do it there, in most other places it's banned, the collateral damage isn't worth the chase

The ratings for the news goes through the roofs during those chases. Every local TV channel has helicopters designed to capture the footage.
Nonetheless, one of the most important reasons are that the LAPD is so damn racist, folks do whatever they can to avoid the cops.
The other point is that draconian three-strikes laws mean that if many of these dudes running get caught they are going away for a long time.

Just from visiting there once and seeing the amount of crazy drivers

It's a few things I've seen over time imo.
The area for one: just the right amount of balance with open streets/road and nooks/crannies, etc.
The clout for another - don't know how many times I've seen cats throw the set out the window.
Most times though: a lot of those suspects are on the run after a shooting or a traffic stop as a wanted person.
Then some folks outright open fire on the police and it's obvious they ain't trying to go to jail.
Many times it ain't even the suspect who's driving, but it's the passenger in the car who's wanted.
They don't got anything to lose at that point and the fact some people actually do get away means making a run for it is their best chance.
Additionally, some folks think they can make it to the border.

You can outrun 12 you cannot out run the choppers. Unless you have a plan.The roads are flat and straight which give people…..confidence they can outrun 12 & ghetto birds
