The are two many variables nobody is talking about here. They don't give you anything, it's all on a case by case basis. There is no universal company policy on how to handle this but from experience on both sides of the fence (dealing with and working for) it's all about location, and what services you buy. Those two factors is what determines how it'll go. I'll explain below...
If you have cable and internet, these companies won't give a shyt about your limits (in most cases) it's when you try to get by with just internet is when they was start enforcing limits. Comcast and Cox cable did me the same way when I tried to go full cordless. I now live in Washington DC, the hood. I pay 40 for internet and nothing else, I stream everything and they don't seem to give a shyt. I'm assuming they don't want upset hood nikkaz? Maybe the hood isn't a place for heavy streaming so I'm unique?
Cox is QUICK to enforce. And while every company has limits that is written into your contacts, the issue is they are selling you internet at a profit. We could all have speeds of 500mb a sec but they'd rather slowly increase the maximum while charging you top dollar Everytime they "upgrade the speeds"

I know 25mb is fast enough to do everything. But anyways, with the new speeds comes devices that use more data to take advantage of it. How does one then regulate a data cap when an Xbox one for instance might use up all the allotted amount in 2 weeks? Long story short, the technology is advancing too fast so limits are outdated.
