How do you "fix" people who don't want to, or don't have the mental capacity, to be part of the system?

The ones that want to work would need to be given skills and put up in housing in growing areas to try and make something of themselves. They can't be in major metropolitan areas because competition for opportunity is to strong.

Then, you are going to have to make areas of essential lawlessness for the ones who are ok where they are. Then fund it with sex / drug tourism. Make prostitution legal, hos have to register with the city to provide services and get regular health screenings. Tax TF out of the johns. Open air drug market, just drop the fent there. Every few months, five times the potency for a few days to thin out the population.
