They meant team projects every 4 years. Infinity Ward will have been working for 4 years when their next project drops in 2026. Sledgehammer is 2027 which is 4yrs since they dropped in 2023. Then I'm guessing Treyarch will go off for 4 years after this.
Raven doesn't know how to lead develop multiplayer yet so Treyarch steps in on their games. Allegedly BO6 was a 4 year cycle for Raven with Cold War in 2020. But they're obv bullshytting here and there, it just sounds nice.
