Snitching can only be done by those in co-hoots i.e. 1st hand knowledge of the crime or criminal activity. If you are part of a crew and wasn't present of a particular crime, you need corroberating evidence i.e. someone else in the crew has to co-sign the statement.

A citizen that witness the crime is not a snitch.

There is no consequences to dry snitching then it isn't snitching dry or wet.
