Racism boils down to the belief that your race is superior in any way to another. There are black people who do believe that they are superior to white people, either
-morally(blacks did not try to plunder the resources of other races and rape their women and kill their children)
-Physically(It is very hard for a 100% or mostly black person to develop skin cancer, and apparently black people have more bone density)
or intellectually(Currently there are a lot of Nigerians and other West Africans that are doing well in colleges, universities, and small businesses around the world.)
In that sense, you can say that blacks can be racist. But the racism of black people is not as dangerous as the racism of white people. We don't run most of the companies, we don't make up most of the government, we don't run most of the media, we don't control the police force or the military. Even if there were many black people who would hold racist views(shout out to hebrew israelites and nuwabians), they simply do not have the power to actually harm people significantly with that racism.
The amount of racism that is ingrained in the white supremacist system allows for a white man to basically rape a black woman and get away with it, or to create countless films and television series that unfairly portray black people in and outside of America. It is the kind of system that allows people to value black and brown lives less than that of white people, it is the kind of system that makes black people say "please don't be black" whenever a story about a murder or rape or robbery is reported.
So to put it bluntly, black people can be every bit as racist as anyone else, but the key difference is that black people just don't have the POWER to do anything with that racism. Its why people can call white people CACs to their faces and it doesn't phase them, because that slur doesn't nearly have enough power behind it. A word like "******" has a lot of history and power behind it. That was the word they used when they lynched innocent men, that was the word they used when they destroyed black businesses. That is the word they use when they nearly beat an unarmed person to death because he is "resisting arrest" or what they say when they're raping a woman or whipping a slave.
