Elmira is a crossroads for alota NYC cats who get outta Elmira prison and set up with pen pals they met in the area. It's a few NY cats out there hustling, but Rochester nikkas tear that city up. Rochester basically the closest "big city", it's where people go for hospitals and shopping and shyt. And it's a ton of Rochester cats in and out of Elmira with drugs, bring Roc beef to Elmira, etc...
NY in general though, is more friendly to outta town hustlers than people let on...

I wasn't into the activities in Buff so I won't speak much on it, Buff is just somewhere I used to go to hang out and chill for a couple days, had a PYT from out there...
But I was into activities in Elmira and Albany and there was a bunch of OT cats running it up. I heard the same about Rochester, definitely NYC, and even slightly Buff. Nobody think Roc or Buff nikkas are sweet, but people know you can hit NY and run it up, just can't get caught in the criminal justice system cause you'll get handled...

I'm going back some years here, but around 2010 there was a beef between Roc and South Carolina nikkas in Elmira, two groups who were both in the El claiming territory...
It was just different. I'm from California but lived in a bunch of places, it ain't that easy to set up everywhere. I'm not saying it like nikkas was running down on blocks either, but when you go somewhere and affiliate locals with whatever you on, it happens. And none of the nikkas I knew anywhere were in college, I wasn't in college, etc. This was all relocated cats on the move who were fukking around in the neighborhoods...
Atlanta and Georgia the only other place I been where it's really easy to slide in and run it up. And they ain't sweet down there either. I guess its knowing people and being affiliated with whatever the demand is...
No Bk and Queens are not Long Island. We don't even pay the same taxes. It's the boundaries that's the issue, share of land mass. They charge us out of town, nonresident rates at long island beaches. We pay the city, they pay the state. Politics are different

I from Queens, but I don't have a prob. with Buffalo or anyone from outside of the boroughs, if that's where they're reppin. idgaf if they're not from the city and they reside in NY state, they rep they're ny shyt as long as they don't try to misrepresent, I don't care. Nothing wrong with those areas, they're still more thorough than whatever out of town locale that you reside.
