Oak Park Beach is one of the best in terms of accessibility. You can walk there from any downtown location. Not very diverse but good for a date. They have a bar set up on the beach. They were only playing house music when I was there.
If you want to kick it with black people, I'd hit up 31st or 39th or 57th Street Beach.
North Avenue Beach is probably the more diverse of the 'downtown' area beaches w/ their 'Castaways' bar in the middle of the beach. Might be best to go when there is an interesting event being planned there as well to put the odds in your favor
