Criminality will always typically escalate in low income disenfranchised poverty stricken areas. Especially in the western world.

There a plenty of areas to visit and hang out in without having to deal with these kind of situations

Alot of these situations are more personal and not necessarily "gang related " so if you not into shyt you don't have to worry about much.

All of the violence is not black people acting a fool as there are always large acts of violence by the Spanish speaking folks in the city but for whatever reason what goes on with them doesn't go viral.

Lastly If you as a person don't know that it's certain areas you just don't be in 12,1,2 o'clock in the morning then I just don't know how to help you. Come out in the day when all the crazy folks are sleep lol
