Its not that theyre tough, its that at their age, their brains have yet to develop to the point where they fully see the consequences to their actions. the difference between Chicago in the 90's, and Chicago now is that the hoods are smaller now due to gentrification.
The area I live in now was the hood 20yrs ago.
So the bad neighborhoods in Chicago truly are as bad as they were back in the day (if not worse)...its just that the size of the areas where the crime is happening is smaller.
For example. Chatham is worse now then it was 25yrs ago...but what is now called the south loop is drastically better than it was 25yrs ago.
Didnt Englewood get like 30-40 homicides last year?

I dont know about the murder rates...but the population in Englewood is smaller than it was in the 80's..something like 20%/25% smaller.
