That's... pretty inaccurate to say the least
China's government was the revolutionary government; this happens in most places as the revolutionary vanguard becomes the state power (look at Algeria, South Africa, Brazil, Mexico, etc.); there has been an incredibly long and storied history in regard to Chinese governance that explains the current state of affairs.
The US population as a whole is far more submissive than the Chinese, and they had a vastly more brutal crackdown than we could ever dream of, save for the Leftist/BPP/RC/WU/CPUSA people (especially the African-Americans).
Public housing and transportation plus proper popular distribution makes it a breeze.
You have to have a strong central government and a semi-participatory democratic divide of the country, plus an obsession with innovation to envelop the population.
Here in the US we function in an exceedingly poor way in regard to infrastructure, and basic access to utilities, education, and transportation, and we're still functioning.
