Not naïveté, the leadership in both countries is corrupt and incredibly short-sighted. If their pockets get lined and they maintain power, they care less about the broader impact to their countries.As any country would be. It's not China's job to write contracts that benefits someone else. This sort of naivete (and incompetence of African leaders) is why Kenya and Zambia are in the mess they are in today.
