Some potential drawbacks from this deal if it's not managed properly by the Haitian government :
1) cheep Chinese goods being dumped on Haiti could destroy local industries/businesses. The Chinese would want to access the Haitian market and remove tariffs on Chinese goods.
2) Chinese will probably demand access to prime farm land and export the produce to China so they can feed their growing population. Not a good idea for an impoverished Nation like Haiti.
3) importing Chinese workers to work on the construction projects, who then could stay on and establish a new class of merchants in Haiti. They'd also be necessary for maintaining/servicing these projects, which could create a dependency on China for decades to come.
These negative effects could be somewhat mitigated if the Haitian Government is competent and negotiates a favorable deal.
Either way, you're going to have to accept that trade-offs are going to have to be made. No deal is going to be 100% ideal. The Haitians need to leverage their resources/access to Haiti as much as possible.
