The Sanlu scandal was deliberate fraud, not negligence (negligence should carry harsh punishment too). They intentionally added a poisonous chemical to watered-down milk to pass quality control and were punished accordingly (I oppose the death penalty in all circumstances). For a similar case here, look at what happened with the Peanut Corporation of America and Stewart Parnell and his brother. They knowingly shipped salmonella-contaminated peanuts, falsified safety test results, and covered up evidence of contamination.
