Maybe the joke is based off the premise that .."Who even knows what constitutes rape nowadays so why not be extra careful..and if you can't afford the extra protection why put yourself in the position ..or/and at risk"

This may be the premise and the actual debate... so I think it's about perspective..but it is comedy and a joke.

Or is his comments indicative of assuming a woman claiming sexual harassment/assualt are lies.

When you come from that standpoint, when you start with "These women will call rape on anyone" You put that sentiment out there and women who've been sexual assaulted (statistically 1:5 in USA) feel shamed and stigmatized to report this because they`ll be looked at as liars/gold diggers etc...
