Chris Rock is a great comedian but he's more of a technician, I think he's even admitted that he wasn't as naturally funny as Dave. He's funny of course but he more so gets by on skills rather than just having really unique quirks about him that make him special. Like Jerry Seinfeld isn't really funny to me but he's SKILLED, Rock is much funnier (to me at least) but he's kinda in that same lane.

They both know how to tap into white, absurdist humor and ground it in the black perspective but Dave has taken that to another level.
