Its still very lucrative thats why. You dont need to sell a lot the first week anymore. Streaming pays more over time. A viral tictok dance can revive a song or albums years after it's released bringing the artist and labels millions in revenue. Then there is Touring. Festivals Brand partnerships and endorsements etc.
